本書は、地域社会開発への一翼を担う地域大学の人材育成機能に光を当て、地域再生の糸口を探ることにより、衰退してしまった産業地域の再生に係る方法論を提示するものである。 本書で展開される事例地域のマサチューセッツ州ローウェルは、かつて「インダストリアル・シティ」とも呼ばれたアメリカ産業革命発祥地であり、 19世紀には繊維産業で栄華を極めた。しかし、現在のローウェルは産業地帯としては衰退し、ボストン周り「ルート128」のハイテク産業を支える労働力供給地域としての役割を担うにとどまっている。 グローバル化の進展とともに地方創生が要求される現在、いかにして地方の内発的な発展を実現させていくかは普遍的課題である。多くの地方地域は、地域課題の解決を地方公共政策にゆだねるにとどまり、プロダクト的な地域イノベーション創出にはつながっていない。こうした現状に対して、ダイナミックな産業盛衰の歴史的経験、地域イノベーションシステムの比較の視角、そしてセンター・オブ・リージョンとしての大学の役割についての本書における緻密な論証は、日本の地方創生へ大いなる示唆を与えてくれるはずである。

The purpose of this book is to clarify why regional industries that have gone into decline fail to recover or realize endogenous economic development. The book also examines how a university-centered approach to regional economic development has the potential to turn a region itself into an innovative organization.

Lowell, Massachusetts was at the center of the first American Industrial Revolution. It was founded as a planned textile-based industrial community that, in its heyday, generated considerable technological innovation. Today, however, this “mill city” is generally not considered a center of endogenous development, but rather has become dependent on Boston-based high-tech industries, a peripheral player serving as a labor supply and production area.

In what ways can endogenous development be recovered or attained? This is a universal question and this book provides some answers.
